Ive never heard of MS folks calling the iPad a consumption device, it is iPad users, and that is how it was designed. Its not a criticism.
The key is to cease using ALL computers except the iPad, permanently. That can and does work for some who have light use cases. many use the iPad quote a lot but cannot get by without a Mac/PC.
The MS folks will always call an iPad a consumption machine since it doesn't run the same OS as the Mac computers do. If you can't do EVERYTHING on it the same way you can on a traditional computer that makes it a "consumption" thing.
Personally, I use my iPad for darn near everything I used to do on my MacMini, and a heck of a lot more. I edit photos, read/send email, keep a journal, have my bank send checks, create art pieces in ArtRage, do all my Italian language writing and homework etc., etc. Doesn't feel like "consumption" to me.
When I was laid up with foot surgery my trusty old iPad 2 was a sanity saver -- my lifeline to the world. Now that I've finally upgraded to the Air 2 I couldn't want for more. It should keep me happy for a few more years.
