Jim,
Apple decided to remove the picture frame option from the lock screen in iOS 7. Instead what you have to do is go into Settings -> Photos and Camera and turn on repeat and shuffle under slideshow. You can also set the time that each photo will appear. Then you have to open the Photos app, select the Album icon at the bottom, choose an album and then slideshow will appear at the top. Once you select this it will continue to show your pictures.
Yes, I know, not as easy as it was previously. Unfortunately, with each iOS update something changes.

The book, iPad Absolute Beginners Guide is copyrighted in 2013.
I've found several other differences between my iPad and the book.
I hate finding things like this, especially when it's something so good.
This one make an an iPad the most expensive electronic picture frame on the market/ :-)
