no, i don't mean wifi...on wifi, i can't send a photo in the messaging app...try it and see if you can...if you can, i will be surprised --- and pleased!
I think he means wifi or cellular data, not just a cellular phone connection.
I occasionally have this problem, too, but have never noticed if I had data on at the time. I assumed the size of the picture was too big.
