I do it all the time. I take pictures of my food, text to my friend. Then email to flickr. I've not had any trouble. If I can reach them just using text I can send them a photo. I almost never have cellular on. Certainly not on my iPads.

Then I tried turning Airplane Mode on, then turning Wifi back on (leaving cellular off), and tried again. Also successfully.
