Tap the screen again (or possibly twice) so that both the curser and the keyboard show up. Then you can press your finger on the curser and the bubble will show with the curser in the middle, allowing you to place it wherever you want in the text.

I have discovered the bubble, but it ends up highlighting the word and I end up trying to get rid if that. If I were a perfectionist I'd say that text editing tools on the iPad are C at best. :-)
