think of syncing as a two-way process that equalizes the files on your mobile device and the files on your mac/pc. iTunes acts as the interface between your mobile device and your computer. if you add music, apps, etc. to your device syncing will put those files on your computer and vice versa. in addition when syncing apps the sync will store them in itunes in precisely the same way you have them on your device…in the same order and in the same groups on the same page, etc. . prior to syncing iTunes will do a backup before syncing. regular, periodic syncing is recommended and provides an easy way to restore your phone/tablet to it's previous configuration should something go bump in the night.
backups are a one-way process that takes all of the files on your mobile device and copies them to your mac/pc and/or the cloud. if something goes wrong during a sync session or upgrade then you can restore (another one-way process) the files…your apps, music, etc. created during the most recent backup to your mobile device.
ever want to rearrange the apps on your ipad or iphone? it's can be easier to do that using iTunes. connect your device to your mac/pc, start iTunes, rearrange, add/or delete apps. if you then sync your device to iTunes all of the changes you made in iTunes will transfer to your phone

It strikes me that 'syncing' may have different meaning depending on the 'neighborhood'. or domain.
On a TV set it iit means that the sender includes sync pulses that the TV set uses to keep the pixels in he right place on the screen. [I don't know exactly how it works with digital TV.
I don't know exactly what it means on an iPad. And Computer situation.
