Your iPad is using POP email.  When you access Yahoo mail via a mobile browser it's automatically directed to an IMAP server.  Try this link to access IMAP on your iPad.

If I view the same email on my iMac, using Safari/Yahoo Mail, I have access to the Spam folder.

Why does my iPad Air not have access to the same Spam folders?
