This is not true. iMessage can be turned on on all devices and no one should be getting anyone else's texts. Believe me, I know. We have 12 devices in our family, all on the same Apple ID, but no one gets each other's imessages. We do admittedly have to do a bit/lot of trouble shooting each time a major iOS update is installed on EACH device but we do eventually get them all to be unique. Here is how:

SETTINGS----MESSAGES----IMESSAGE ON----.....
Then, the crucial part, look down the rows under iMessage and three row under you will see it says SEND & RECEIVE, Touch this and SELECT WHICH numbers/emails you want that particular device to be using. For people on wifi only iPads/iPods, it gives you the option to add your unique email address which doesn't have to be the Apple ID associated with the account!
So, all of my family's various and plentiful idevices all share the Apple ID for apps-songs etc, but for iMessage each person's devices are unique. You can, however, make one person's iphone and iPad respond to the same iMessage (by selecting the same number/email address on those two devices- so you can reach say, Mom on both her iPad and her iphone with the same iMessage, but this is not mandatory, only if you choose to in the way mentioned above).
I do believe Apple has made this very confusing. Mainly because the DEFAULT setting on any device within the same Apple ID family is ALL OPTIONS SELECTED. Which means every time a major iOS update is installed on EACH device the phone automatically selects ALL numbers and email addresses associated with your various I devices. You have to be careful and deselect your husband's, daughter's, etc emails and phone numbers during initial set up or you will start getting each other's iMessages. Why, in heavens name, did apple decide to do it this way I can not comprehend.
This is not a covert, spying tactic, by the way. All devices on your Apple ID will know that the newly updated device has started using various apple ids if they have. A message goes out to all devices. This helps prevent covert message usurpation by a member of the group, but is a very backwards and confusing situation that should be fixed by Apple ASAP.
