According to what I have read. iPhones as well as iPads will seek out a Wi-Fi connection for data first, then use cellular if no Wi-Fi is present. I ask before I start downloading a ton of stuff to my iPhone 5. I don't want to get hooked for mega charges on my Verizon account. My iPad only has Wi-Fi but my new iPhone 5 has 4G and Wi-Fi.

Go to Settings > General > Cellular and turn off cellular data.
