In iTunes on the Mac, you designate a folder containing the images you want to sync. Within that folder you can have "any number" of folders with descriptive titles (e.g., events, dates, names) containing pertinent images.
When I have placed single images at the top level of the designated photo-sync folder, I have not found them on the iPad.
Folders nested deeper than described above do NOT appear as albums on the iPad; I'm not certain whether their images do or not, in a disorganized fashion.
