since OP was talking iOS, I'd try Filemaker Go or Bento.

FileMakerGo may be free, but you have to purchase the desktop application, which is quite pricey just to organize photos with.

I haven't checked into the cost of Bento, but I know that's not free either.

But the problem is, if Mac users don't need to go to extra expense to get the desired results, why should Windows user have to spend extra money, when we all have to have iTunes installed in the first place.

A recent (4/29/13) response on the Filemaker forum:

At this time, Bento only runs on Macintosh computers.  I have forwarded your post to our Development and Product Management departments so they can consider a Bento running under a Windows environment.

In the mean time, you can export data from the iPad/iPhone to a CSV File and email it.  The Windows customers can then import the data into most applications.

FileMaker Pro does run on both Mac and Windows computers, so FileMaker Go (iPad and iPhone) can update information on both Mac and Windows.
