First of all, you need to make sure you have enough apartments for all of the employees. 3 apartments for every 5 new businesses. Build the apartments first.
Second, save bucks to get your elevator upgraded to the fastest possible.
I name all of my businesses, so I can quickly see if the person moving into an apartment has a job in the building. If the don't... kick 'em out.
I put the businesses in a color order.
I give the employees a matching colored hat for their business or some kind of costume which helps me locate the people you search for.
You have a dream job in one of my businesses... you're hired.
You don't have a dream job in one of my businesses... you're evicted.
It costs 1 buck to move a person into an apartment. You can also watch for the VIP that will move people into your apartments and take them on the elevator to the appropriate floor.
You get 2 bucks for putting someone in their dream job. Even if you have a business full of dream job 9 employees, you can give one of them no job for a minute, while you swap in a person with the same dream job. Then you evict the new person and put the old person back to work.
Give this article a look. It's a little dated, as you can now save off VIPs for later use.

My Tiny Tower has 120 floors, but there are a lot of them that have only 1 dream job employee or even none!!
It takes so long to get enough coins to build a new floor!
