Right, and most web sites don't do reflowing. Therefore, all parts of most web pages will be smaller on a smaller screen. You can magnify elements - text, photos - by pinching out or double-tapping, but that will push everything else off screen. Think a glass magnifier: when you're holding the magnifying glass over a portion of a text you're reading, you have to move the glass to the right to read to the end of the line. Same on a computer screen.
