You may be able to use skype with your ipad, I do, when my cell doesn't get out in the country, and it works with my Dad's wifi connection.  Vonage is another one, or google voice, but I prefer skype.  hth.

I don't think you could make phone calls on it, but you would be able to use it as though it were an expensive iPod Touch. Someone will correct me if I am wrong I'm sure.
