As others have mentioned. Ipad 2 needs 2 amp. of power. But many desktops and laptops can't deliver 2 amps. through the USB port. Hence the problem.
 
For me the painful solution was to fork out the equivalent of around US S40 in India for the Apple iPad wall charger which does the job. (I think it costs around $30 in the US, though). It's also convenient while travelling by rail or train, or at hotels, airports and rail/bus stations. Or at coffee shops.
 
I've heard that less expensive wall chargers made by other manufacturers are also available, but didn't want to risk my Ipad with those.
 
Btw, the Apple wall charger works with 100 to 240 V. So that's not a problem.
