Wifi-only iPads do not have GPS radio receivers. If you want true GPS functionality, you want a 3G iPad. GPS will work even with "cellular data" turned OFF, but you *do* need that model iPad.
The maps themselves must either be included with the App, or downloaded via the internet -- Wifi or cellular.
