Since there is no multi-tasking, all the apps shown are open and ready to resume but not running. So there should not be any need to add any new function. Only when the multi-tasking is made available, there would be need to monitor the consumption of resources and stopping or closing of apps other than the currently active one.

This is a function Apple needs to add – perhaps a "green/yellow/red" dot to indicate whether it is running actively in the background or paused, and waiting for the user to reselect it to start up where it left off or stopped dead.
