Sorry I couldn't have been of more help, Julie. 
There are so many weird things that happen with computers, and sometimes even an "advanced" user has no idea what's going on.  Since the PDFs open as attachments on your laptop, but not on your iPad,  then the problem seems to be with the iPad (I would think!).  What makes no sense at all is that half come as attachments and half as pictures in the email on the iPad.  What happens if you send only one or two PDFs at a time?  Maybe it would be a good idea to call Apple.  We have an Apple users group you can call here in Switzerland.  Do you have anything like that there?  (I first heard about this group at a trade fair where the group had a stand.  They said they had formed this group because Apple didn't give good support here.)  I think it really depends on the situation where you live.  I often get very helpful advice in the stores here, but it depends very much on the person you ask. 
 
I hope you get a good solution soon so you don't have to take too long a quilting break!

That is what I do when the PDF is an attachment to the email. The problem I am having is I attach the PDFs to the email on my laptop, but when it comes in on my iPad it is not an attachment, but a part of the email. It comes in as a picture in the email on my iPad. I have sent 3 or 4 in an email, and 2 will come as attachments, and 2 will be pictures in the email on the iPad. Yet when I open the emails on my laptop they are all attachments. I can't quite figure it all out, but I am working on it.
Maybe I need to call Apple.
Maybe I need to take a quilting break, too!
