Its not electricity that is sent over the air waves, its a magnetic field. The sender sends a magnetic field, generated by coils, which is normal. The recieiving device also has coils, and if within range, i.e. "in" the magnetic field, this field creates the electricity in the coils in the device, which is used for charging.
The earth is surrounded by a magnetic field, which is created by our rotating iron core. Quite fascinating stuff
