Hold down the home button while you hold down the button on edge the top left of the iPad. Hold those two button until you see the apple logo. It takes a few minutes. Then click to turn it on.

I did the upgrade to IOS9, and now I cannot open the IPAD. It displays a white screen with a swipe to upgrade written on the bottom of the screen with an arrow. Nothing I do will open the IPAD. I have swiped with my finger, a rubber pen etc . Will not open. Help.
