I can't remember issuing bank information to the App Store, but I do remember informing them about my credit card. Not at all in conjunction with upgrading iOS.
I could imagine having to update my credit card info when renewal of that card should happen to coincide with the upgrade.
Otherwise, even more as your nickname suggests a relation to China, I would think of the infected software that has managed to reach the Chinese App Store, therefore of phishing.

I have an iPad Air. My account balance is $27. I upgraded to OS9. I've been trying to download an app and the App Store is asking me for bank information. I enter what is,asked and the,information is not accepted. Nothing has changed bank info-wise with my account. Did,updating to 9 have anything to do with my situation?
