In actual fact, what happens when you make an album from part of Camera Roll is that an internal list is created, with the name of the "album", and a list of pointers to the images you want in it. ONLY a list. ALL of the images are still residing in the original Camera Roll. There is only one copy of any Camera Roll photo on your device, despite an image's appearance in an album.

So if you delete the image from Camera Roll, you delete the only copy of the image that exists on the machine, and it will vanish from any album it was included in.

The solution I am happiest with is to copy Camera Roll images (or whatever images I want in albums) to my desktop computer (by any of various methods, depending on the desktop operating system and the source of the images), then creating a folder on the desktop for image copies (mine is named "_for_iPad"), and in which I have folders corresponding to the albums I want (Grooming, Westminster, Lure Coursing, …). Then I use iTunes to sync this folder to the iPad (connect iPad, select iPad in iTunes, select Photos, designate this folder to sync, sync).
