What I have done is  go to Shared Photos, tapped on the plus sign in the upper left corner, typed in a name, clicked next, left the To field blank and tapped Create. It does not use your iCloud Photo Storage. It's a great way to get your photos off your Cameta roll and Photostream without losing them. Camera roll is where all your photos that you acquire on your iPad reside. The albums just hold shortcuts or links although granted it doesn't make that part obvious. If you delete them from camera roll you delete them from the rest of the iPad.
