Well ADSL wont be broadband as thats 24/1 max. Many VDSL wont be either unless you are well inside the 900 metre radius of the cabinet. 
So, some VDSL will be broadband and all fibre will be

Good. Though, of course, a shared 25Mbps isn't really 25Mbps.
