In terms of an iPad 4, for the same reasons you say. For iPhone, the next is the same as the last, almost literally.

Out of curiosity - why?
I don't know that the increased speed of the faster processor would result in a much different user experience than the V3 offers. Screen resolution is the same, and - while I've no issues with Apple's changing the connector after so many years with the 30 pin one - the connector doesn't fit many of the add-on charge-amplifier-speaker boxes that you can purchase for it..
IMHO, the 4 is meant for either new users or those with the V1 or V2 iPads. Obviously, if I had none and had a choice of a V3 or V4 at the same (or similar) cost, I'd go with the V4. But since I have a V3, moving over to the V4 hasn't even crossed my mind.
Personally, I'm wondering when we'll see OS X (done right) on a tablet. There's lots of features that OS X already offers - like a REAL file system - that iOS is sadly lacking. Do it right, and put a Rosetta like feature that lets me run my iOS apps on it and then I'll be really interested.
