Yep, its designed for low or casual photo display, not for those with larger collections. I agree that there is an issue between simple and low features vs lots of features, nested folders don't fall into that though
Ironically, many on here have concern over too many features, but I can guarantee that when iOS 7 hits the streets, they will also commend Apple for these new features. The human mind is a strange but wonderful thing

There will *always* be something that various users want that iTunes (or any
other program) doesn't do.
And there will always be complaints about program-bloat with
too-many-features-we-don't-need in a general-purpose program.
It's the nature of the beast -- not just software, either.
On topic for this thread -- I have little to no problem syncing pictures to
my devices because I do very little with pictures! So that is certainly not
a priority for them to fix AFAIC.
