I as meaning that the new iPad is basically like a 3S as in the iPhone naing scheme, same device with some updates
As I see it
iPad1 is iPad discontinued
iPad2 is iPad2 Still for sale at lower GB option
iPad3 is New iPad discontinued but updated to New iPad!
iPods sell as iPod, but labelled partly as xth Generation but with iPad, its kept as iPad now, the generation label will need to kick in more. The next iPad, what some may call iPad 5 will be called iPad or New iPad.

There are only two current iPads, the iPad2 and the new iPad.
