In /my/ experience, iOS 9 is likely to cause some trouble updating apps. Not specific apps, but more likely on older devices, like my iPad 2. I expect the amount of RAM to play a role, as even my iPhone 6 occasionally suffers from this, and my iPad Air 2 hardly ever. (My iPad Pro isn't yet that fully laden with third-party apps.) I'd say that the problem has been decreasing from iOS 9.0 to 9.2, but it isn't over yet.

So I'm used to see the update of some apps stall, showing captions like "Waiting" or "Installing". Besides, in the App Store app these apps may show under "Recently updated" while showing the cloud symbol rather than the Open button.

Retrying may eventually help, restarting the device may more likely help, applying that trick of pressing the power button until "Slide to power off" and then pressing the Home button may be an alternative to that.

So: keep fiddling, like me.
