My iPad 2 is very happily on 9.x without any issues. Anecdotal I know but I thought I would share.

In /my/ experience, iOS 9 is likely to cause some trouble updating apps. Not specific apps, but more likely on older devices, like my iPad 2. I expect the amount of RAM to play a role
