As soon as it was available, I upgraded my iPhone 4S and iPad 4th-gen to iOS 7.
I have experienced no failures on that device.
Now I am using an iPhone 5S and haven't had anything "not work".
I would be hesitant about putting 7 on an iPhone 4, and would check a lot of reports from reliable sources -- like MacWorld magazine -- before making my decision.
