I've completely restarted the ipad numerous times...no joy.  I've synced
the ipad to my laptop...no joy.  Can I uninstall safari and reinstall it?

Do you mean restarted as in turned off & back on?
or restarted as in rebooted by holding sleep/home until Apple logo appears?
