I have the same issue. It normally loads if I relaunch the Safari browser, but it is still irritating. I have an iPad 1 (unjailbroken with latest iOS). When I was Jailbroken, I thought one of the tweaks was the cause, but it persists even today. Typically it is when I am on the NFL fantasy sites. Baffled as well.
