I have the ipad 2, 5.0.1 I believe for OS - or whatever the latest update/patch is. I have the 64G size and it has 29.5G free

Try going to Settings, Safari, and delete your History, Cookies and Cache. Not saying that will work, but perhaps something odd exists in those folders.
Which iPad and iOS versions do you use? Now much memory? Perhaps if your device is full or near full, Safari might have a problem. Do other apps work?
You can also try resetting your device. Go to General, Settings, Reset. You will not lose data.
Try deleting some apps starting with the most recently installed. Try Safari and if the problem is still there, delete another app.
If all else fails, visit an Apple store and see what they have to say.
