Before the iPhone 4S came out, 32 GB was the max, and my 4 had 29 GB of stuff: some 1+ GB apps, lots of audio podcasts, and music.
My iPad has NO music, NO audio podcasts. But it has the few video podcasts to which I subscribe, and a few movies, and some large apps.
So: yes, you can make use of all the space on both iPhone and iPad, but not necessarily for the same things.
