It depends. Some people might like to carry a phone filled with music and pictures and video and some prefer to put most of that stuff on their iPad.
Some want all their music on their phone as well as their iPad.
For me, my phone has enough space. I find myself using my iPad more than my phone so I use my phone as a phone. I find the iPad easy to carry. Not at all filled to capacity, even though it is 16GB. I have more music on my phone than I do on my iPad.
I use AirStash to store music because with it is filled, I simply add a new MicroSD card. I can also put vast numbers of songs on MicroSD cards and use my Apple CC Kit.
Cannot say for sure who needs how much; it is personal preference.
