No or Maybe.
Many Apps are Universal and work on both. Some are designed for the
iPhone and will usually run on the iPad but in the iPhone size or you
can blow up and maybe a bit fuzzy. then there are some Apps where there
are two different Apps for each, though you still could use the iPhone
on the iPad.
If an App shows a + in iTunes it will run on both.
Once you buy an App you can run on all your idevices.
