Almost.

1. Regular SMS text messaging on the *iPhone* requires a cellular account with text service. Since I've only had iPads with cellular ability, I do not know what happens when you attempt to send a regular SMS text message from an iPad that is Wifi-only.

2. SMS text service from a carrier comes in 2 flavors: unlimited (no additional costs no matter how many you send), and some number of texts included in your monthly billing, with overage charged individually.

3. Apple's iMessage service seems free, but isn't quite, since it is charged as cellular data (when it uses the cellular network). This cost is, however, orders of magnitude less than the carrier's per-message rates.
