I didn't mean to infer you couldn't use the data.  But if you don't use it during that billing cycle it is lost.  I also think (because ED said so) there is no activation fee for pre-pay.  I paid it for my and my wife's new iPad for post-pay.  Don''t know about the activation fee (if any) for pre-pay for the new iPad.  Gheeze.  They should have called it iPad3.  LOL.

In my case the problem was because the account was set up at a Verizon store and not by me on my iPad3. I wasn't sure how to do it so I went to Verizon and told them what I wanted. They did not do it that way.
