Not long ago I bought an APC battery backup to use for my computer.  I'll post a link to it below.  It has extra outlets that I can plug my devices into and they don't depend on the computer being on, although it nearly always is.

This thing isolates the laptop and any other devices plugged into it from city power.  It runs everything off it's internal battery and city power only charges the battery.  This makes it safe to use them even during thunderstorms.

I just use a Sharpie pen and mark on the power block what device the
charging/USB cord is for. I only charge using the wall plug also. If my
PC is not on I see no need to turn it on just to charge the iPad.
