Here is the real story. (iPads only have a compass)
iPads with 3G DO have a GPS radio receiver.
So with AGPS and a Compass, the iPad 3g has very basic Nav.

When new hardware is released, iFixit buys it and tears it down into its component parts. From their website <http://www.ifixit.com/Answers/View/48515/Where+is+the+GPS+in+CDMA+iPad>,
here is their comment:
The key differences to note are that the CDMA model has an additional antenna compared to the GSM variety and it also uses a Qualcomm Gobi dual-mode radio with integrated GPS that actually supports both CDMA and GSM, but the GSM compatibility is unused by the iPad.
And this: The GSM iPad 2′s 3G radio has an Intel 36My1EF with 128MB of Numonyx NOR flash and Elpida Mobile DDR SDRAM, Infineon 337Se833 Baseband Processor, Skyworks TriQuint Transmit Modules, and Infineon 338S0626 GSM/W-CDMA Transceiver. It also includes a Broadcom BCM4751 Integrated Monolithic GPS Receiver, which is an update from the BCM4750 found in the GSM iPhone 4.
