AGPS is a combination of GPS sats and cell towers. The iPad uses the GPS sats first - but they are not HUGELY accurate (that's the light blue circle). It iPad then locks on to cell phone towers. (I do not have a 3G account and this works.) Because of the way the cellular system works, each tower has a GPS location already calculate. The iPad then triangulates a more exact location.
