Actually NO. A DVR that records a show explicitly on a hard disk, maintains a list of them, and means you can replay the show without an internet connection, and from the hard disk at hard disk speed.
Try to play a show you have on an APP with no or a slow internet connection and you will find out that you have no control of what Apple TV, Roku or Fire TV keeps on your disk. Try to play the show that the App offered a week, month or year ago but does not anymore and you will realize it is a streaming device. With a DVR I can watch a show I recorded long ago, even if the app or Network is not contractually able to air that show anymore.
It means it records a show I am streaming. So if for example a show on ABC or HBO or Lifetime will come on at 8 pm on Tuesdays, I can tell the DVR to record it (and if I choose any subsequent episodes of that show). Then I can watch it anytime I feel like it even if the show is not on. I can fast forward it through commercials. It does not use Internet Bandwidth and my ISP download speed (or being connected at all) is irrelevant because any show recorded plays from my hard disk.
Apple TV, Roku, Fire TV apps cannot record something per se, they can stream/download it, I can say watch a show IF THE APP OFFERS IT. I cannot record any show that shows up on Cable/Satellite/OTA/FIOS if the app does not offer it. There is no GUIDE and TV schedule to record from. If an app has commercials my Mom cannot FF through them (i.e. Hulu).
The App offerings are different than what the various providers offer I can DVR. Many shows and movies she DVRs from her provider do not exist in any apps.
As another example if I gave my Mom an Apple TV/Fire TV/Roku (she has all 3) it is useless to her mostly compared to her FIOS DVR (or my sister's Comcast DVR or our old Direct-TV Tivo DVR) because she has TONS of content she can record many of which is NOT available on Apps nor can she press record and then see it on a convenient list of all recorded shows. And when she watches her DVR shows the computers and devices in the house do not suddenly slow down their Internet tasks because we are sharing her download or streaming. Her hard disk plays those shows and no fresh internet bandwidth is used.

Same result, it doesnt really matter where the recording is, on your HDD or at Netflix servers. Either way its there, and you wont forget to record it as the SVOD provider has taken care of that.

The Apple TV is hardly a DVR in the sense that most DVRs are i.e. Tivo (OTA and providers) or the cable or FIOS or Satellite providers or Myth TV and the like.
DVRs imply you can record content and play it back any time.Apple TV and Roku and Fire TV are streaming video devices unless they have some apps I have never seen.I am not sure why you are saying that streaming devices are DVRs. If you have an OTA antenna already, you might want to look at obtaining
a Tablo [1]. It is a DVR that will record OTA channels, and might be
cheaper in the long run than CBS, etc. Plus, it can be watched on your
iPad/iPhone/Roku/whatever.
