I pay for my TV shows to play them on my Apple TV. I buy shows by the season. They are mine to watch commercial free when ever I choose. 
Shows I DVR have the commercials. I DVR news shows but buy entertainment to have on Apple TV. I also watch tv shows using apps on Apple TV. I pay a monthly fee for Hulu Netflix And many others. So are free like PBS, Discovery, and others.

I am not sure why you are saying that streaming devices are DVRs. Having worked with DVRs for over a decade I have found no capabilities I associate with a DVR on my Apple TV, Roku or Fire TV unless you know and can explain something I do not.

Alice already has a DVR, the Apple TV. It just happens that the recordings are located off site, a 2016 DVR, aka streaming and on demand

If you have an OTA antenna already, you might want to look at obtaining
a Tablo [1]. It is a DVR that will record OTA channels, and might be
cheaper in the long run than CBS, etc. Plus, it can be watched on your
iPad/iPhone/Roku/whatever.
