In my opinion, that depends upon your own unique needs and the results of your own cost/benefit analysis. In my own case I already leave the Bluetooth running on both my iPhone and my iPad Pro for my Apple Watch and Apple Pencil respectively. So, for me, there is no additional "cost" for the bonus of enhanced location accuracy.
