I think, the issue Kris has is it shows the free space, then when he attaches to iTunes it needs a lot more, for what is a low amount of files he wants to import. He said there is an issue with Other as well.  At the end of the day something is wrong, some number is wrong or some number is much different to what the phone or iTunes believes.
 
I see that if a user streams files, those streams are in Other, in a cache. They cannot be deleted, the fix is a reset. Now I know his issue is that his 130 pics isn't 11GB, or whatever the numbers where, I'm looking at this where the numbers are skewed, and this is upsetting the applecart.
 
Try connecting by cable to iTunes. Unclick the checkbox to automatically start iTunes if device is connected, or whatever its called, then re tick, forcing a full recalculation 
 
Try connecting by cable to iTunes, go on the phone to the storage settings page where it lists what apps etc are using what GB. Turn the device off. Turn it back on.
 
Kris said its on all devices. If you reset one device to factory, not a backup, then import the 130 odd pics, does it say them the 11Gb thing? Or does it take a few days or more?

Have you gone to Devices in iTunes Preferences to erase old backups that can eat up a lot of space? I think these might be included in the Other category as well.
