Firstly, I would think that Bluetooth would be irrelevant.
I've never used Find Friends, simply because the people I want to find are the ones ON my AT&T account — so they all have "Find My iPone" turned on, and connected with the same iCloud account.
Is this a possibility for you — are you both on the same iCloud account?
