Thats not then a Windows issue if the employer makes the access less than can be achieved.
Lag is not Windows its the hardware and/or network
All programs are in the Start Menu, and not accessible in one click, like the Applications folder in OS X
Taskbar = Dock
You can pin apps in Windows to the Start button, thats what I do at work, or to the task bar
