If there is no jail breaking then there probably isn't a way to circumvent paying for the legit way to do it. Why not create a hotspot with your cable/DSL modem?

I have an iPhone 5 with a Verizon plan and would like to create a hotspot so I can use it for my iPad. However, it requires me to pay Verizon at least $30 more, because I would need to get onto a different data plan, which I do not want to do. 

I'm seeing that there may be a way to do this by getting an app on my phone. Is there anyone who has done this successfully? Can you explain what you did? I do not want to jailbreak my phone or iPad.
