You must be jailbroken, sorry if I was not clear. Yes, the error you report is often seen. It has to do with changes Apple made to the port power requirements.
The best program for accessing the file system is "iFile" the App Store offers something called "iFiles" and that is not what you want. After you JB, you can find iFile on Cydia.
I have a boat load of Flash Drives and not every FD will work with my iPad. Many will, however. Apparently, some people report that if your FD has a LED, it will not work. Others report any drive larger than 3 Gigs will not work. My 16 Gig, PNY Flash Drive works well; my 2 gig drive does not work at all.
I suggest you use MicroSD Cards to avoid issues. MicroSD cards do not seem to be a problem regardless of size. I carry a few 8/16 Gig cards and they all work well.

Wonderful device because it connects to an unbroken iPad using Wi-Fi. It has a built-in Wi-Fi Access Point and it will handle media files and other files like doc/txt/ppt, etc. You can increase memory using cards and it fits in your pocket.
Let me make this clear: you DO NOT need an existing WiFi connection. Everything you need is built into the device.
