That's because Wallet is used on both devices and is networked via iCloud. The least secure device in a connected system sets the functional security of everything.

I checked and it's still on iPhone but the wallet is empty on iPad. I only use Apple Pay on iPad on certain sites so I can live without it but I'd rather they didn't remove it, I just wanted not to have to unlock the da*n ipad.
